On the scrapes

1 Common Sandpiper
7 Little Egret
50 Canada Geese

Also 4 men each with a bag of wheat that spread the wheat around the edge of the scrapes :?

First thought's seeding it to attract birds for shooting!?

Anyone know if there are any shooting/wildfowling syndicates nearby??
